Pump to the River Information

Dear PTR friends,

Here is Joe Rault's and Jeff Brook's report from Washington DC, where the past 2 days have been extremely fluid on PTR developments.

We have met with both Sen. Landrieu and Sen. Vitter and their staffs.  Both are extremely supportive for PTR.

We also had the opportunity of attending the swearing in ceremony of Steve Scalise, who will pick up the agenda on PTR as being located in his congressional district.  Scalise is also supportive.  We are going to meet with him tomorrow for an update with his new staff.

In the meantime, here are the developments from the Washington House and Senate scene.  The House is bringing out its version of the Appropriations Supplemental Bill starting today and into next week.  We are advised that this Bill will have 3 categories of votes: 1) war funding - Iraq 2) domestic spending - levee improvement money 3) Iraq war policy issues.  We are also advised that the top leadership in the House does not wish unrelated amendments in order to speed a House vote and eliminate a stop at the House Appropriations Committee - a very unusual procedural step.

Accordingly, our focus will be on the Senate version of the same Appropriations Bill probably coming to the floor at the end of this week or the beginning of next week.  Both Senators Vitter and Landrieu assure us that there will be language in the Bill for PTR, either in the text of the base Bill or by a manager's amendment. 

Thus said and with the rapidly changing versions of this Bill, we recommend continued presence of our group in Washington to follow the day to day and almost hour to hour activity.  We will be in touch later this week with the actual plan as we see what will transpire later this week.
